Poznan is a city with a population of over half a million inhabitants, the capital of the Wielkopolska Region, an important academic and scientific centre with a well-developed economy and service sector. After the collapse of communism, Poznan as the first Polish city has started planning its development on the basis of a multi-annual City Development Strategy with wide citizen participation.
The City of Poznan has a great experience in organizing international  projects – one of them was the „Cities of change – cooperation of cities in the field of city development”project, ended in May 2015 and leaded in the framework of the Europe for Citizens programme. One of main project’s topics was social participation. The city of Poznan was the leader, and 12 other European cities were the partners. A project dedicated to open data should be the next step in implementing the notion of strengthening civic engagement.
